So Regina might be a bartender or own a bar? She looks a little overdressed for a bartender, so I'm thinking maybe she owns the bar. That's a drastically different personality from Regina. Maybe her bar is where the local cops hang out.
If Regina, Hook, and Rumple are all in the new EF with Henry with the curse happens, then that explains why the others are not with them in Seattle, but it doesn't explain the non-aging unless the curse happens shortly after Henry arrives in the new EF.
Both Lana at the panel and the new Regina look great! I love that new Regina has curly hair!
