Last year Chloe told Kevin he was 100% not the father and Kevin didn't believe her so he asked for a DNA test. Kevin and Chloe both went, and Kevin took the DNA test, it was revealed he was NOT the father.
And Chloe was not shocked and said she told him he wasn't.
That's why I'm confused with Chloe sending both Billy and Kevin letters?  Wouldn't she know who was the father??
