Well, the finale didn't prove anything. The crazy lady's word means nothing.
BUT, for whatever reason it proves true, I would guess Peter is her father so they would still be siblings.
The build up and angst surrounding them wouldn't make sense, especially with Veronica, if it wasn't true.
