Callen definitely sees Sam as family
. The whole team is his family as that's all he has I think. Mainly Sam & Hetty though. I think Callen's like a younger brother for Sam who needs to be looked out for as he hasn't quite found where in life he fits or settled down yet. Or he has been that, he may be heading towards settling down more now
