I kinda at the moment, do not think its Regina/EQ.
Firstly when Emma saw the vision and the people she saw are the ones she loves the most and has the emotional ties with. Her parents, her son, and her partner (Two True Loves she has). So in a way i did not expect Regina to be there, visually it made sense who was there and also the way they have written as Archie said in premiere episode Henry, her parents (family) and Hook.
