Its a solar flare from the sun, not one of the Evos that's the cause of the disaster. This is shown a few times in the simulations of the damage to the Earth. I also get the idea behind your suggesting about Luke's power potentially being able to absorb the flare, but this flare will be hitting the whole planet at the same time. He would literally have to be in many places at once to use Luke's power effectively to save the whole World. Not saying Luke's won't get used to save the day, but there may be something else to it.
