Well, it met Laszlo's taste and he was not bright enough to realize the high price NYC salon he went to ripped him off.
Seriously, it was the hairstyle the director or the person who makes these sort of decisions thought fit the character.
It was obviously deliberately styled that way for the character, because after the performances, Randy's hair did not look like that.
