On the issue of Emma meeting Lily: That's actually easier for me than Emma meeting Neal. She and Lily were linked (whether or not the spell cast on Lily did what the apprentice said it did). It seems like they would eventually be drawn to each other.
Pan may have wanted Emma and Neal to meet, or it might be that they were linked as well. His father created the curse to find Neal with Emma as the savior who was destined to help bring it about. But, it's a more karma-type link than the link between Emma and Lily, as Lily seems to be carrying around some of Emma in her.
