You'll excuse me if your intention was totally honest, but our past arguments and both our opinions on international politics and respective countries' policies (and also lots of resentments on both parts) didn't help catching the innocence of the question.
That said, I've kinda answered your original question anyway. 'Plan Vigi-pirate' is a security system that checks out all the public places to prevent an act of terrorism in public places. DGSE, the French intelligence, is working on any Al-Quaeda hints and the borders are closely watched.
