I don't think 9 is Emma's again, i actually think it will be Regina centric. Adam said there is a lot of Regina coming and Lana said we'll be seeing some EQ costumes really soon.
Maybe Regina is traveling through time and that's why there will be a flashback with Emma and IQ.
