Emma's armor isn't exactly the easiest to crack. You can't have expected her to just get over the 10 years she spent feeling broken hearted thinking Neal betrayed her.
Forgiving him would have been easy. But you know how difficult it is for her to trust anyone. Her walls are there for a reason.
