Yeah EBR is not going to be in the pilot, SA will guest star. There will be a conversation between either Barry/Cisco/Caitlin about Felicity and he'll call her from what I heard - Arrow and the Flash will always have an open line.
Barry friendship with Felicity and Oliver is a great gateway to that
