Yeah I think Sherlock does think Mycroft does has intelligent, just doesn't use it correctly if that makes sense. He always thought Mycroft was a lazy and unambitious. Only to be shocked to find that his brother is rather high up in the British goverment/MI-6. I can see him throwing a tantrum that he wasn't able to figure it out himself before all this.
Though they weren't close, probably never traveled in the same circles. And then Sherlock disappeared in his unhealthy habits. I forget from the books how much older Mycroft is suppose to be then Sherlock.
