I think she felt guilty about her attraction to Davis, so immediately after she imagines kissing him she's confronted by how he could harm Clark
But yeah in the beginning it was tough on Davis too as he was a good man who couldn't control the beast inside and was ready to die in Eternal to keep Clark safe and to atone. When people slam Davis and Chloe they always seem to forget that they both tried to kill Davis with green kryptonite and there was nothing they could do when he came back invulnerable. Although that somehow became Chloe's fault as well, as if she should have known that kryptonite would have that effect
