With the Shado/Felicity parallels, I wonder if perhaps he might have had the beginnings of that type of relationship with Shado, but she was killed too quickly to further explore that.

Just as Oliver had his "Wilson" from the movie Castaway with Tom Hanks, I have come to equate Laurel and the photo he carried of her with that FedEx package with the wings drawn on it that Tom Hanks kept safe. Like you said, it was this 'goal'. In the end he delivered that package closing that door on his life, and he started anew.
