Although he should remember considering that he at least knew her for 14 yrs. I think he just suppressed a lot of feelings of sorrow and loss with both his parents and it was harder for him to be mad at Piper like he was at Leo considering she died. But we never got to know why or how she died..maybe it was while protecting her boys?
