I've been rewatching S3 last night from ep 3 to 308 (yes... the mini marathon continues
) and indeed they are each other's best friends, even during the break up when Justin was trying to convince himself he's not with Brian any longer and Brian tried to deny he was ever emotionally involved with Justin.
