I've always said: Only way Tony can fit, in my opinion, is if its some kind of jailbreak- after the crimes Tony committed in S7, he's not getting a pardon. Jail break, led by Jack (on the day of Tony's execution) because Tony has information Jack needs about the conspiracy. Tony finds some kind of redemption and instead of letting him go back to jail and probable death, Jack just lets him go like Bill did with Jack at the end of Day 6.
