Could be either really. IIRC in many versions she a princess - the step daughter of the Evil Queen but is being used as a servant like Cinderella because she is more beautiful than the Queen. So she could have run away from this and gotten caught up as a "bandit" with the Seven Dwarfs in the forrest. Or maybe they are going for a completely unexpected twist because Snow white in the pilot is a very sweet "princessey" character so it would be an interesting turn if she was a bandit and commoner and never a princess by birth at all.
At least we know that Emma is like mother like daughter...
