Because that's the way the wizards who founded the slayer line set it up. Buffy changes that at the end of season 7 by having Willow cast a spell that forces slayer status on thousands of girls world over.

When a slayer dies another is called to replace them. Buffy died at the end of season 1, so another slayer (Kendra) was called. Buffy came back to life, but Kendra was still a slayer. Then Kendra was killed by Drusilla, so Faith was called. Unfortunately nobody ever killed Faith.
