It was a perfect cliffhanger for her to return, yes, but I think it's too early to deal with her, yet. This Elena/Katherine thing is one very interesting point of the show, and they shouldn't really indulge in it, yet.
Maybe she can just come back for a little while but nobody really "catches" her.
