Leah can't have babies while she keeps phasing. If she ever stops and her body starts aging normally again, then I'm sure she'll be able to. It'd be super weird being pregnant and phasing. Could you imagine the little baby having to rearrange itself inside of Leah when she turns into a wolf? That wouldn't work.
