Yes, there is a third movie in the works. It's rumored to start filming in January (according to something Christopher Judge said) and be released either in 2009 or 2010, but that's all rumor for now. I have some plot points under the spoiler cut:

Apparently the Jack/Sam shippers (that includes me!) will get something "romantic" in the movie, according to Brad Wright, who's writing it. And there's a rumor that it will involve the Stargate program being revealed to the rest of the world and the consequences of that. But that's all speculation. The Jack/Sam stuff is true. I'm hoping.
