I do think Willow and Cordy eventually became friends or at least friendly. Cordelia didn't seem to hold Willow as responsible because Willow wasn't the one that cheated on her. We got that confrontation between Cordy and VampWillow in "Dopplegangland" but I think that was the only time it was really addressed.
