Yes it is. I mean, of course, there are a ton of areas that fall under provincial jurisdiction, and other areas that fall under federal jurisdiction, but Quebec is still part of Canada, not an independent state.

And TheAngel: I don't know about other provinces, but in Quebec it is a moderately big deal that the Quebecois flag hasn't been allowed. Like now the minister of sport got an agreement that at the next Olympics, athletes will be allowed to have the Quebec flag.
