I messaged an editor recently, and this was his reply:

Thank you for your inquiry. Unfortunately, the movie is stalled in one of the final stages of completion. My copy is one of the few in existence of the final version.
I'm not sure who currently has the rights because the original production company, Ardustry Entertainment, has vacated it's offices, last I heard.
You may contact the other production entity, Cosmic Entertainment in West Hollywood. They may be able to provide you with more information.
But as it stands right now, I don't expect it to be completed any time soon. It's too bad because it's a good film. If I had the money, I'd buy it myself and finish it and find a distributor. But, that's the way it goes sometimes. You never know, if Cosmic gets enough positive inquiries, they may see to finishing it themselves.
