It would have to be Dylan I would think. I never really thought about that though, but it makes more sense to me that he would have initiated it.
Kelly was rather flirty, but I think at this stage Dylan wanted it more as Kelly was wary of Brenda.
But none the less, whoever started it I bow down before thee ..
