Ok, here is what I think.
A) Why did Sidious have an apprentice, because he needed a tool, someone to do his dirty work. Someone to take the flak and possibly die....not him. simple as that.
B) Force Sensatives during ESB?
C'Boath, Lumiya, the Dark Guard, Vima Da Boda, Streen, Cam Solizaar (?), any of the Inquisitors. I can go on and on, they weren't few and far between, just surpressed.
C) I don't think Sidious knew what Plagieus knew....he wanted to. I think Plagieus made anakin, but I think the Force twisted something in him, allowing him to be balanced, once again preserving the notion that there are somethings above even a Sith Master's knowledge and power.
