It's amazing to see how much of the way telephone numbers are arranged today happened because of the limitations of the switching equipment back in the day. When the U.S. area codes were being assigned back in the 1950s, New York City (which was the largest city in the U.S. at the time) got 212, because that was the area code that took the least amount of time to dial. Area codes starting with '1' were not assigned, because back then, if the phone had an off-hook switch that was a bit noisy, when you picked up the handset, it could send a pulse that would be interpreted as a '1' by the switching equipment, so most of the switches were wired to ignore an initial '1'.
