This is one of my favorite Leonard's moment. When he starts "I know I propose a lot. So how about this? I promise I will never ask you to marry me again," he is adorable of selflessness and unconditional love.
So much that Penny starts to freak out as you said.
It's nice also to see Penny admitting out loud that she has commitment issues, a discreet recall moment of when she broke up with him in season 3, but this time she's able to share her thoughts to Leonard and let him help her to go through.
Which doesn't make Leonard loose his humour when he says "Sorry, maybe next year"
